Sri Lankan wildlife department officials rescued one of the largest crocodiles ever seen on the island after it got stuck in a canal while looking for food.
The reptile found in the southern city of Matara was believed to weigh close to a ton and measured 17 feet long, local media reported.
'We found a similar size crocodile four, five months back in the Polathumodrara river. This is the maximum these type of crocodiles grow,' said environmentalist Uppala Jayatissa.

How "DOCTORS" cheat patients -India and Sri Lanka

10 ways how doctors in Sri Lanka, cheat their patients!!!

1) 40-60% kickbacks for lab tests.
When a doctor (whether family doctor / general physician, consultant or surgeon) prescribes tests – pathology, radiology, X-rays, MRIs etc. – the laboratory conducting those tests gives commissions. (40%.--60%). He probably earns a lot more in this way than the consulting fees that you pay.

2) 30-40% for referring to consultants, specialists surgeons.
When your friendly GP refers you to a specialist or surgeon, he gets 30-40%.

3) 30-40% of total hospital charges.
If the GP or consultant recommends hospitalization, he will receive kickback from the private nursing home as a percentage of all charges including ICU, bed, nursing care, surgery.

4) Sink tests.
Some tests prescribed by doctors are not needed. They are there to inflate bills and commissions. The pathology lab understands what is unnecessary. These are called "sink tests"; blood, urine, stool samples collected will be thrown.

5) Admitting the patient to "keep him under observation".
People go to cardiologists feeling unwell and anxious. Most of them aren't really having a heart attack, and cardiologists and family doctors are well aware of this. They admit such safe patients, put them on a saline drip with mild sedation, and send them home after 3-4 days after charging them a fat amount for ICU, bed charges, visiting doctors fees.

6) ICU minus intensive care.
Nursing homes all over the suburbs are run by doctor couples or as one-man-shows. In such places, nurses and ward boys are 10th cl-ass drop-outs in ill-fitting uniforms and bare feet. These "nurses" sit at the reception counter, give injections and saline drips, perform ECGs, apply dressings and change bandages, and assist in the operation theatre. At night, they even sit outside the Intensive Care Units; there is no resident doctor. In case of a crisis, the doctor — who usually lives in the same building — will turn up after 20 minutes, after this nurse calls him. Such ICUs admit safe patients to fill up beds. Genuine patients who require emergency care are sent elsewhere to hospitals having a Resident Medical Officer (RMO) round-the-clock.

7) Unnecessary cesarean surgeries and hysterectomies.
Many surgical procedures are done to keep the cash register ringing. Cesarean deliveries and hysterectomy (removal of uterus) are high on the list. While the woman with labor -pains is screaming and panicking, the obstetrician who gently suggests that cesarean is best seems like an angel sent by God! Menopausal women experience bodily changes that make them nervous and gullible. They can be frightened by words like " and "fibroid" that are in almost every normal woman's radiology reports. When a gynecologist gently suggests womb removal "as a precaution", most women and their husbands agree without a second's thought.

8) Cosmetic surgery advertised through newspapers.
Liposuction and plastic surgery are not minor procedures. Some are life-threateningly major. But advertisements make them appear as easy as facials and waxing. The medical council has strict rules against such  misrepresentation. But nobody is interested in taking action.

9) Indirect kickbacks from doctors to prestigious hospitals.
To be on the panel of a prestigious hospital, there is give-and-take involved. The hospital expects the doctor to refer many patients for hospital admission. If he fails to send a certain number of patients, he is quietly dumped. And so he likes to admit patients even when there is no need.

10)  "Emergency surgery" on dead body.
If a surgeon hurriedly wheels your patient from the Intensive Care Unit to the operation theater, refuses to let you go inside and see him, and wants your signature on the consent form for "an emergency operation to save his life", it is likely that your patient is already dead. The "emergency operation" is for inflating the bill; if you agree for it, the surgeon will come out 15 minutes later and report that your patient died on the operation table. And then, when you take  delivery of the dead body, you will pay OT charges, anesthesiologist's charges, blah-blah-Doctors are humans too. You can't trust them blindly. Please understand the difference.

Young surgeons and old ones.
The young ones who are setting up nursing home etc. have heavy loans to settle. To pay back the loan, they have to perform as many operations as possible. Also, to build a reputation, they have to perform a large number of operations and develop their skills. So, at first, every case seems fit for cutting. But with age, experience and prosperity, many surgeons lose their taste for cutting, and stop recommending operations.

Physicians and surgeons.
To a man with a hammer, every problem looks like a nail. Surgeons like to solve medical problems by cutting, just as physicians first seek solutions with drugs. So, if you take your medical problem to a surgeon first, the chances are that you will unnecessarily end up on the operation table. Instead, please go to an ordinary GP first

මහින්දගේ මුද්ද ගත්තෙ කව්ද?

Ex-president Mahinda Rajapaksa’s lucky charm ring went missing yesterday during a wedding reception at the Cinnamon Grand in Colombo where a discreet undercover operation was launched to find it.

Hotel staff scanned the carpets at the Oak room for the gem-studded ring while an army of staffers along with Rajapaksa’s own security searched a  washroom he had used soon after arriving at the hotel.

"We had to carry out the search very discreetly without alerting wedding guests because if the word was out, the finder may not have returned the ring considering its astrological value," a police officer said.

After a 15-minute intense sweep of all the places the former leader had been in within the sprawling de luxe hotel, an employee found the invaluable piece of jewellery a few tables away from where the VVIP guest was seated.

The Cinnamon Grand returned to Rajapaksa what he had thought was gone for good. A wedding guest told Economynext that they were quite unaware of what was happening until after a police officer came out with the story today.

A US filmmaker has fulfilled a childhood dream of swimming with blue whales – and he captured every minute of the fascinating experience on camera. Patrick Dykstra snapped mesmerising underwater shots as he swam with the majestic creatures, and recorded incredible video from above using a remote-control drone. The Denver-born filmmaker’s thrilling encounters occurred in the Indian Ocean, off the coast of Sri Lanka, on a number of trips over the last six years.

Sri Lanka's top import source Countries

China, Japan, UAE , Singapore and India was Sri Lanka's top import source during the first five months of this year, the Central Bank said here today.

 These nations accounted for 60 per cent of the total imports of Sri Lanka which amounts to USD 1,585 million. The country wise breakdown of foreign trade was not given.

"Total import expenditure in May 2015 increased for the second consecutive month recording a significant increase of 17.2 per cent, year-on-year, to USD 1,585 million led by vehicle imports, which include personal motor vehicles categorised under consumer goods and commercial vehicles categorised under investment goods," the bank said.

The import of motor vehicles has increased over 87 per cent year on year, while the import of transport equipment has increased by over 177 per cent year on year, mainly due to the increase in autorickshaws, it said.

Indian companies like Maruti and Bajaj dominate Sri Lanka's passenger car and motor bike markets.

Meanwhile, earnings from exports further moderated in May 2015 to US dollars 883 million, recording a marginal decline of 0.1 per cent, year-on-year, the bank said.

Despite the significant improvement recorded in exports of textile and garments, lower performance in tea, Economic Research Department sea food and gem, diamond and jewellery exports contributed to this decline, it added.

India once again was among the top five sources of tourist arrivals in May 2015 followed by China, UK, Germany and France.

I put my carry-on in the luggage compartment and sat down in my assigned seat. It was going to be a long flight from Gatwick. I'm glad I have a good book to read Perhaps I will get a short sleep,' I thought.

Just before take-off, a line of British Army Youngsters came down the aisle and filled all the vacant seats, totally surrounding me. I decided to start a conversation. 'Where are you blokes headed?' I asked the young man seated nearest to me. ' Cyprus . We'll be there for two weeks for special training, and then we're being deployed to Afghanistan .

After flying for about an hour, an announcement was made that lunches were available for five pounds. It would be several hours before we reached Cyprus , and I quickly decided a lunch would help pass the time. As I reached for my wallet, I overheard a soldier ask his mate if he planned to buy lunch. 'No, that seems like a lot of money for just an airline lunch. Probably wouldn't be worth five Quid. I'll wait till we get to Cyprus '. His mate agreed.

I looked around at the other soldiers. None were buying lunch. I walked to the back of the plane and handed the flight attendant a fifty Pound note. 'Take a lunch to all those soldiers..' She grabbed my arms and squeezed tightly. Her eyes wet with tears, she thanked me. 'My young bloke was a soldier in Iraq , it's almost like you are doing it for him..'

Picking up ten lunch boxes, she headed up the aisle to where the boys were seated. She stopped at my seat and asked, 'Which do you like best -  beef or chicken?'

'Chicken,' I replied, wondering why she asked..

She turned and went to the front of plane, returning a minute later with a dinner plate from first class. This is your thanks.

After we finished eating, I went again to the back of the plane, heading for the rest room. An old bloke stopped me. 'I saw what you did. I want to be part of it. Here, take this.' He handed me twenty-five Pounds.

Soon after I returned to my seat, I saw the Captain coming down the aisle, looking at the aisle numbers as he walked, I hoped he wasn't looking for me, but noticed he was looking at the numbers only on my side of the plane. When he got to my row he stopped, smiled, held out his hand, and said, 'I want to shake your hand.'

Quickly unfastening my seat-belt I stood and took the Captain's hand.  With a booming voice he said, 'I was an army pilot a long time back.  Once someone bought me lunch. It was an act of kindness I never forgot.'  I was embarrassed when applause was heard from all of the passengers.

Later I walked to the front of the plane so I could stretch my legs. A kid who looked about 18 was sitting about six rows in front of me reached out his hand, wanting to shake mine. He left another twenty-five Pounds In my palm.

When we landed I gathered my belongings and started to depart. Waiting just inside the aeroplane door was a man who stopped me, put something in my shirt pocket, turned, and walked away without saying a word.  Another twenty-five Pounds!

Upon entering the terminal, I saw the soldiers gathering for their Trip up to their training area.. I walked over to them and handed them seventy-five Pounds. 'It will take you some time to reach your training area. It will be about time for a sandwich. God Bless You Blokes.'

Ten young blokes left that flight feeling the love and respect of their fellow Brits. As I walked briskly to my car, I whispered a prayer for their safe return. These soldiers were giving their all for our country.  I could only give them a couple of meals. It seemed so little...

Such Serviceman, whether British or Sri Lankan, are those who, at some point in their lives, will write a blank cheque made payable to 'My Country' for a sum of 'up to and including my life.'  That is Honour, and there are way too many foreigners in this country who don't understand it.


And here in Sri Lanka, the Politicians not only rob our Citizens of Millions and Billions of Dollars but are also robbing the DEAD Soldiers who gave their lives for their Country and their Countrymen. Arise with determination and DRIVE OUT these SCOUNDRELS with the power of your vote. Try your best to educate the poor and illiterate who are victims of Bribery, or else one day AMERICA and the WEST will repeat what they have done in IRAQ & LIBYA to our Country.

Sri Lanka's - Telecoms, Mobile, Broadband and Forecasts

As Sri Lanka’s mobile market passes 100% subscriber penetration, operators launch 4G services
Over the past few years the Sri Lankan economy has rebounded from the difficult state it was experiencing back in 2009. The country had been hit by a balance of payments crisis in that year and needed a US$2.6 billion IMF loan to bail it out. Since then, however, the US$65 billion economy has been reporting strong economic growth – more than 7% GDP growth in 2013 - and the unemployment rate had hit a record low. The IMF forecast annual growth of 6%-7% in the short term.
The generally improving market environment has seen the country’s telecom sector well positioned for continuing vigorous growth. The already modern and progressive telecommunications sector is certainly high on the list of priorities for further expansion and development. This also fits well with the government’s wider agenda for national development. The government has been promoting such initiatives as the e-Sri Lanka project.
It has also established the National Broadband Consultative Committee (NBCC), a special committee appointed to accelerate and promote the availability of affordable high speed broadband internet in the country.
A good start has been made on expansion and provision of infrastructure that is capable of providing a sophisticated level of telecommunications service to the population throughout the whole country. Extending infrastructure into the North and Eastern provinces, those parts of the country most affected by the long-running war has been given high priority. It is well recognised that the growth and development of any country’s telecom sector is necessary to provide, among other things, an impetus for national economic activity. Nevertheless, much still needs to be done to complete the build-out of the necessary national infrastructure.
After a five-year period of strong growth the fixed-line subscriber market flattened out and then entered into a decline. Considerable uncertainty hangs over this segment of the telecom market. The widespread application of the Wireless Local Loop (WLL) platform was for some time a positive element in this struggling sector. However, even the WLL subscriber numbers are now in decline. There is also large concentration of fixed services in the capital Colombo (penetration of 35%) which makes the national figure look better than it is.
In the meantime, the country’s mobile telephone services have continued on a positive growth path. (The subscriber numbers appeared to have experienced a ‘correction’ in the first half of 2013 with the full year delivering zero growth.) As an effective and efficient alternative to the fixed-line networks, the mobile phone quickly became a popular and essential service. The Sri Lankan mobile market was still growing at an annual rate of around 50% in 2009 in as it headed towards the 60% penetration mark. However, since then subscriber growth has moderated to less than 10% per annum. The country’s four competing mobile operators – Dialog Axiata, Mobitel, Etisalat Sri Lanka and Hutchison Lanka – have been joined by a fifth operator, Bharti Airtel Lanka, adding vigour to an already highly competitive market. (A move by Mobitel to acquire Hutchison Lanka in 2013/2014 had not proceeded as it could not gain regulatory approval.) In 2013, first Dialog and then Mobitel launched Fourth Generation (4G) LTE services in a move that effectively lifted the countries standing as a telecom market in the region.
The development of the internet remains of particular concern for Sri Lanka. In a country whose population is increasingly undeniably internet savvy and the government rhetoric positively supporting the nation going online, the estimated user penetration remained relatively low coming into 2014. Despite signs of an enthusiastic user market, coverage and accessibility have continued to be limited and the sophistication of the available services generally low. The level of broadband access has been of particular concern. By 2013/2014, however, fixed broadband internet services were being supplemented by a rapidly expanding mobile broadband segment.
Market highlights:
Sri Lanka’s mobile market passed the 100% subscriber penetration milestone in early 2014;
Mobile subscriber numbers had increased fourfold in just six years;
After the leading mobile operators – Dialog and Mobitel - trialled their Fourth Generation (4G) LTE technologies in 2012, both initiated commercial launches of 4G services in 2013;
After a sustained period of healthy growth, the country’s fixed-line market had undergone a levelling off and suffered a significant decline in 2012/2013;
Fixed-line expansion had been boosted by the extensive application of CDMA-based WLL technology;
The number of WLL services peaked, however, in 2010/2011, and had been falling since then;
The country’s internet sector remained underdeveloped, with the take up rate of broadband services being especially low; there were positive signs, however, that this was starting to change, especially with the surge in mobile broadband services;
Fixed broadband penetration (as a percentage of population) was still less than 3% in early 2014;
The government established the National Broadband Consultative Committee (NBCC) in 2010, but there was little evidence of it having any great impact to date;
The ‘e-Sri Lanka’ project was continuing to be supported by government.

Bombay is recreated in Sri Lanka

Anurag Kashyap’s period drama Bombay Velvet may have recreated the Mumbai or Bombay of the 1960’s, but the film wasn’t shot in the city. In fact, it wasn’t even shot in India, but in Sri Lanka. 
 
The team spent a lot of time and effort in trying to get the film’s look right. Says a source, “The set was created in Sri Lanka over 9.5 acres of land. The team spent 11 months constructing the sets from scratch. They paid a lot of attention to detail, right from the building facades to their interiors. 
 
The source adds, “They even laid out roads and tried to replicate street signs. The team did go to great lengths to recreate the bygone era.”

ඔහු මොහාන් පීරිස් මහතා දේශපාලන පලිගැනීම්වලට ලක්වූ , ඔහුගේ අගවිනිසුරු විශ්වාස කරනවාද ?

මොහාන් පීරිස් මහතා , උන් වහන්සේගේ අනුකම්පාව දැන් අග ඔහු අගවිනිසුරු තනතුරේ දිගටම ඉඩ ලැබීම සඳහා සිර සමස්ත රාජපක්ෂ පවුලේ පොරොන්දු බව වාර්තා මගින් දූෂ්ය කර ඇතිවා විය හැක.

රාජපක්ෂ මහතා පීරිස් බව ද්රෝහීත්වය පුදුම වී නැහැ හැකිය; මුලින්ම , ඔහු වෘත්තීය අඛණ්ඩතාව ගැන වැදගත් කමක් නැහැ.

මගේ කුදෙකු වී තිබේ කෙසේ වෙතත්, ඔහු රූපවාහිනී කැමරා කිරීමට ප්රණීතයි සහ අලූත් අවුරුදු දිනයේ එවකට ජනාධිපති කාල්ටන් නිවසේ දී කිරිබත් කමින් දැක සිටි අගවිනිසුරු සිට තව ටිකක් පක්ෂපාතිත්වය අපේක්ෂා ඇති බවයි.

ජනාධිපති මහින්ද රාජපක්ෂ මහතා දැන් සිහිපත් කරමින් සිටින , විදේශයන්හි පිහිටි ශ්රී ලංකා දූත මණ්ඩල වල දේශපාලන පත්වීම් පිළිබඳ සඟවා තබන ඒ ගැන හිතන්නේ මොකක්ද? ?

ඔහු කොහේ ජනාධිපති ලේකම් කාර්යාලය සියලුම අතුරුදහන් වාහන දක්වා අවසන් වේ හිතන්නේ?

ඔහු මෙතෙක් සෑම වසරකම ජනාධිපති ලේකම් කාර්යාලය සඳහා වෙන් මහජන මුදල් රුපියල් බිලියන 100 කට අධික රුපියල් වැය වූ ආකාරය හෙළි වනු ඇත.

බදු ගෙවන්නන්ගේ මුදල් වියදමින් අරලියගහ මන්දිරයේ දී පැවැත්විණි ඔහුගේ වෙළඳ ලකුණු දන්සල් මත කොපමණ මුදල් නාස්ති විය.

ඇත්තෙන්ම , එම ප්රශ්නවලට පිළිතුරු දෙමින් දීමකින් මිස, අප ඔහු සිතන දේ නැහැ.

සමහර විට, සුමනදාස අබේගුණවර්ධන , ඔහුගේ මැදුරේදී ඔහුගේ සුපිරි ස්වභාවික බලතල උපයෝගි කර පැහැදිලි බව ගෙන උදව් විය හැක.

මගේ අනුමානය කෙසේ වෙතත්, රාජපක්ෂ මහතා දැඩි ලෙස ශ්රී ලාංකිකයන් සියයට 47.5 බව විශ්වාස කරන බව වන අතර, ඔහු වෙනුවෙන් ඡන්දය දුන් 50 කට සියයට සිංහල, උනත් ඔවුන් ආකාරය සනාථ , එම චෝදනාවලට දෙකක් පමණ hoots දුන්නේ නැහැ.

ඔවුන් කිසිසේත්ම හිටපු ජනාධිපති අගවිනිසුරු ලෙස තම කොණ්ඩා පත් වුවද කරදර කර ඇත. රාජපක්ෂ මහතා සහතික කිරීමක් ලෙස බව උදාසීනත්වය සලකා බලන ලදී.

හිටපු ජනාධිපති හොඳින් දැන් ක්රියාත්මක කෙරෙමින් ප්රජාතන්ත්රවාදී ප්රතිසංස්කරණ එසේ නික්ම යනු ඉහළ පැලැන්තියේ ශ්රී ලංකා නීතිඥ සංගමයේ විසින් එලියට දමන ආයතන, විද්වත් වෘත්තික සංගම් මූලස්ථානය, විශ්වවිද්යාල ආචාර්යවරුන්ගේ සමිති සම්මේලනය , ලිබරල් මනසක් ව්යාපාරික නායකයන් , pesky මාධ්යවේදීන් හා වූ අතර ලිබරල් මනසක් එක්සත් ජාතික පක්ෂ නායකයා විසින් සිදු කළ හැකි බව විශ්වාස , කරන ඔහුගේ මූලධර්මාත්මක ආස්ථානය තිබියදීත් බොහෝ කරුණු කිසිසේත්ම රාජපක්ෂ ජනතාවාදී ආයාචනයක් ගැලපෙන හැක.

රාජපක්ෂ මහතා මුළුමනින් ම වැරදි නොවන බව යි .

රාජ්ය වියදමෙන් කිසියම් විශාල කොටසක් හිටපු ජනාධිපති සීමාන්තික , අපයෝජනයන් හා රටේ ප්රජාතන්ත්රවාදී ආයතන බිඳ දැමීමේ පිළිබඳව තැකීමක් නැත .

එසේම, ඔවුන්ට එය නව ආණ්ඩුව ස්වාධීන කොමිෂන් සභා නැවත විධායක ජනාධිපති ධුරය අහෝසි කරන බව යන්න ගැටලුවක් නැත.
ඔවුහු තමන්ගේ ම විසකුරු , රුදුරු , වහල් සේවය ජීවිත ජීවත් වෙති. එහෙත්, එම ප්රතිසංස්කරණ ඔවුන්ගේ දරුවන් හා ශ්රී ලාංකිකයන් අනාගත පරම්පරාව සඳහා වඩා ගෞරවාන්විත පැවැත්ම ඔප්පු වනු ඇත.

න්යාය තුල ප්රජාතන්ත්රවාදය ජනතාවගේ කැමැත්ත ගැන ය; මැතිවරණ ප්රජාතන්ත්රවාදය තුළ , එය බහුතර කැමැත්ත .

කෙසේ වෙතත්, ප්රායෝගිකව , ප්රජාතන්ත්රවාදී අත්දැකීම් ප්රතිඵලය සෑම විටම එය ශූර අදහස් , ප්රජාතන්ත්රවාදී වටිනාකම් හා ප්රතිරූපයන් පිළිබිඹු ගත නොහැකි විය හැක.

ප්රජාතන්ත්රවාදී හිඟය වඩාත් දුක් වින්දා වූ ජනවාර්ගික සුළු ජාතීන් , ජනාධිපති සිරිසේන සඳහා විශාල වසයෙන් ඡන්දය නොදුන් නිසා මෙම නව ආන්ඩුව, බහුතරයක් දිනා ගත්තේ ය.

ඔවුන්ගේ දායකත්වයෙන් තොරව , මැතිවරනයේ ප්රතිපල බව දැනුවත් වී නැහැ.

ඒ ඉන්දියාවේ සිට තායිලන්ත , ලෝකයේ මේ පැත්තේ ප්රජාතන්ත්රවාදය පශ්තුන් වේ. අභියෝගය ඇත්තටම ප්රජාතන්ත්රවාදී මැතිවරණ හරහා ලිබරල් ප්රජාතන්ත්රවාදී අගයන් පිළිබිඹු වන බව කැමැත්ත පරිණාමය වේ.

කොහෙද සාමාන්යයෙන් ප්රභූවේ සුළුතර විසින් වෙනුවෙන් පෙනී ප්රතිගාමී බහුතරයකගේ ජනතාවාදී ආවේගයන් සහ ප්රජාතන්ත්රවාදී පරමාදර්ශයන් හා වටිනාකම් අතර රේඛාවක් අඳින්න ප්රශ්නය මෙයයි.

බහුතරයේ කැමැත්ත කෙසේ වෙතත් බහුතරය එවැනි කෘත්යමය ප්රජාතන්ත්රවාදය අනෙකුත් මූලික ප්රතිපත්ති නොසලකා, ඇත විට, එය හැසිරවීම අවදානම වන අසම්පූර්ණ සමිති නිර්මාණය , පසුව සියලු , ප්රජාතන්ත්රවාදය සඳහා උදෙසා අත්යවශ්ය කටයුත්තකි.

එම වෙනස් අවශ්යතා අතර සැසඳීම බහු පක්ෂ මැතිවරන පැවැත්වීම වෙනව .

තුර්කිය, (ඊශ්රායෙල් හැර) මැද පෙරදිග පමණක් ක්රියාකාරී ප්රජාතන්ත්රවාදය පසුගියදා මාධ්ය පසුකාමී ජනතාවාදී ආවේගයන් එරෙහිව බාධකයක් ලෙස ක්රියාත්මක ලිබරල් තද රාජ්ය අධිකරණයේ සමන්විත එහිදී ඒකාධිපතිත්වය , යුද හමුදා , නිලධරයේ හා ලිබරල් තෙක් .

එම ආයතන ආරක්ෂා කිරීමට හොඳම ක්රමය ( පාර්ලිමේන්තුව තුළින් තවත් කාලීන හෝ රාජපක්ෂ මහතා තමා ) වග බලා ගන්න තවත් රාජපක්ෂ මහතා , ඒ බවට පත් කිරීම දේශපාලන කාර්යාලයට තේරී පත් වන්නේ නැහැ.

ආණ්ඩුව අතීතයේ දී අතිරික්තයට උනත් අපරාධකාරයා වූ , දඬුවම් නැහැ බවට වග බලා ගත යුතුය. මෙම සරල පණිවිඩය සෑම පියවරක් එහි විපාක ඇති බව විය යුතුය.

ඒ ආකාරයෙන්, සිහසුනේ ඊළඟ ඒකාධිපතියා ඔහු හෝ ඇය ජනතාවගේ විශ්වාසය අතවර දෙවන සිතුවිලි පෙර සිදු වනු ඇත.

ඉදිරි මැතිවරණ පැවැත්වීමේදී අවධානය යොමු කළ යුතු කරුණු කිහිපයක් පිළිබඳවද අවධාරණය කරමින් මැතිවරණ කොමසාරිස් මහින්ද දේශප‍්‍රිය මහතා නිවේදනයක් නිකුත් කරඅැත.
එමගින් මැතිවරණ කොමසාරිස්වරයා පෙන්වා දෙන්නේ ඡන්ද විමසීම් කාලසීිමාව තුළ රාජ්‍ය දේපල අයුතු පරිහරණය වැළැක්වීම සඳහා පියවර ගත යුතු බවය. එවැනි කටයුතු පිලිබඳ පැමිණිලි පශ්චාත් ඡන්ද විමසීම් කාලසීමාව තුළ සිදු කිරිමේ යෝජනාවන්ටද අවධානය යොමු කරන ලෙස කොමසාරිස්වරයා ඉල්ලීමක් කරයි.
මැතිවරණ සමයන්හීදි අයථා මාධ්‍ය භාවිතය වැළැක්වීම සඳහා විශේෂිත මාධ්‍ය කොමිසමක් පත් කිරීමටද මහින්ද දේශප‍්‍රිය මහතා යෝජනා ඉදිරිපත් කර අැත.
රජයේ මාධ්‍ය ආයතන ආණ්ඩු පක්ෂයේ ආයතන ලෙස නොව රාජ්‍ය ආයතන ලෙස පමණක් ක‍්‍රියාත්මක විය යුතු බවට එමගින් යෝජනා ඉදිරිපත් වී ඇත.
ඇතැම් අමාත්‍යාංශ ලේකම්වරුන් සහ රාජ්‍ය ප‍්‍රධානීන් දේශපාලන ක‍්‍රියාකාරකම් වල යෙදීමද සීමා විය යුතු බව මැතිවරණ කොමසාරිස්වරයාගේ නිවේදනයේ සඳහන්ය. මෙම යෝජනාවන් පිළිබඳ නීති රීති සංශෝධනය පුළුල් සංවාදයකින් පමණක් සිදුකරන ලෙස මහින්ද දේශප‍්‍රිය මහතා වැඩිදුරටත් සඳහන් කළේය.

Sri Lankan Government orders 125,000 Bikes from India

 Sri Lankan government has made an order for 1.25 lakh units of Discover-125M motorcycles fromBajaj Auto India.
The company through its distributor David Pieris Motor Company in Sri Lanka had secured, after a detailed evaluation process by the Government of Sri Lanka, an order from them for supply of around 50,000 units of Discover-125M motorcycles.
The Bajaj India has already supplied 48,000 units successfully against this order, Bajaj Auto Ltd said in a filing to the BSE.
"The company has now secured a repeat order from them through the company's distributor in Sri Lanka for the supply of 1.25 lakh units of Discover-125M, which the company expects to execute in next 3-4 months," it added.

පොදු අපේක්‍ෂකයා - විධායක ජනාධිපති ක‍්‍රමය

මං ලංකාව ගැන බලාපොරොත්තු අත්ඇරගෙනයි හිටියෙ. මෝඩකම දිහාවට රට පෙරලීගෙන යන වේගය ආයිමත් කොයිම විදිහකින් වත් නවත්තන්න පුළුවන් වෙයි කියල මං හිතුවෙ නෑ. ඒකට වැඩියෙන්ම හේතුවුනේ ලංකාවෙ බුද්ධිමත් යැයි හිතෙන අතලොස්සක් දෙනා පවා ඒ අඳුර තදටම බදාගෙන හිටිය හින්ද. ඒක ජාතිවාදී හෝ වෙනයම් ඒ අයගෙ මතවාදයක් ගැන ප‍්‍රශ්නයක් නෙමෙයි. ඒ මතවාදය තාර්කිකව සංවාදයකට ගන්න පවා බැරි ආගමිකත්වයක් එතන තිබ්බ. ද්‍රෝහියාද පේ‍්‍රමියද කියන තැනට තීරණය තල්ලූ වුණා.

අනිත් පැත්තෙන් දරුණු විදිහට හැමදෙයක්ම හැමතැනක්ම මිලිටරීකරණය වෙන්න පටන් ගත්තා. ඇ`ග හිරි වැටෙන ගානට මිනිස්සු ඉවක් බවක් නැතුව වැලිපාර්ක් වල දුවන්න පටන් ගත්තා. මේ කියන්නෙ හමුදාවෙ අයගෙන් සිවිල් ශ‍්‍රම බලකායක් හදපු එක අවුලක් කියල නෙමෙයි. ඒක තමයි අපේ වගේ රටක අර වගේ යුද්ධ උන්මාදයකින් පස්සෙ හමුදාවක් පුනරුත්ථාපනය කරන්න තිබ්බ එකම විදිහ. වෙනසකට තියෙන්නෙ අපි සොල්දාදුවො විතරක් නෙමෙයි සෙන්පතියොත් පුනරුත්ථාපනය කරපු එක. හැබැයි ඒක හොඳක්.

ඒත් රට ටික ටික ස්ටෙරිලයිස් වෙන්න පටන් ගත්තා. මිනිස්සු විචාරයක් විභාගයක් නැතුව  ඕනම නීතියක් අණක් විදිහට පිළිපදින්න ගත්තා. සෞඛ්‍ය මානසිකත්වය වුණත් ආණ්ඩුවෙන් නොකියා කරපු පැනවීමක්. හැමෝම දුවන්න  ඕන. ඒ විතරක් නෙමෙයි මිනිස්සු අණක් බලාපොරොත්තුවෙන් බලන් ඉන්නත් ගත්තා. ජනාධිපති කෙනෙක් වෙනුවට රජ කෙනෙක්  ඕන කිව්වා. අනාගතය අත්ඇරලා අතීතෙට ගියා. රාවණා ඇවිල්ලා ඔක්කොම විසඳනකල් බලාගෙන හිටියා. ලෝකෙන් උතුම්ම රට වුණා.

ඒ රටේ ජනාධිපති පවා තීරණ ගත්තෙ ජ්‍යොතිෂයට අනුව. කේන්දරකාරයො රටේ වඩා දැනුවත්ම පිරිස වුණා. ජ්‍යොතිෂය ඇත්තද බොරුද වගේ කතා පවා අහෝසියි. කේන්දර පත්තර පිටින් ප‍්‍රින්ට් වුණා. විශ්ව විද්‍යාල පිටින් සිල් සමාදන් වුණා. ඒක තනිකරම පිස්සුවක්. 

අධ්‍යාපනය බල්ලට ගියා. හිතනවා කියන එක වචනයක් විතරක් වුණා. එකපාරටම රටේ සංස්කෘතිය අතුරුදන් වුණා. මං හිතන්නෙ සංස්කෘතිය කියන්නෙ අතීතෙට නෙමෙයි වර්තමානයට කියල නිර්වචනයක් විදිහට අපිට ඉගෙන ගන්න සිද්ද වුණා. ජනතාව අතීතෙට පිටමං කරලා මංපහරන්නො ටිකක් රටක් කොල්ලකෑවා. කසිප්පුකාරයො ටිකක් පන්සල් ටික බින්දා. උගත් බුද්ධිමත්තු ඒ අය ආරක්‍ෂා කළා.

එකපාරටම ජ්‍යොතිෂකාරයො ටිකක් ජනාධිපතිවරණයක් කෝල් කළා. සෙනසුරු මාරුවක් වුණා. හැමදෙයක්ම එකමොහොතකින් වෙනස් වෙන්න පටන් ගත්තා. විවිධ පිරිස් සංවිධානය වුණා. පළවෙනියටම වැදගත් දේ ආණ්ඩුවේ ත‍්‍රස්තවාදයට බය නැතුව කෙලින් හිටගත්ත එක. කිසි කෙනෙක් මේ ආණ්ඩුවට කිසි දෙයක් කියන්න පුළුවන් කියල විශ්වාස කරපු මොහොතක් නෙමෙයි ඒක. මාධ්‍ය ඔක්කොමත් උසාවියත් ආණ්ඩුව බද්දට අරගෙනයි තිබුණෙ.

ඒත් එකපාරට සංවාදයක් පැන නැග්ගා. මාර්ක් සකර්බර්ග් කැරැල්ලෙ පෙරමුනේම හිටියා. ජාතිවාදී, ආගම්වාදී කඩුපොලූ නඬේ ෆේස් බුකියෙන් ගහලා පැන්නුවා. ප‍්‍රධාන මාධ්‍ය වල බලය කොහොමත් දියාරු වෙමින් තිබුනෙ. ඒ වෙනුවට ඩිජිටල් මාධ්‍ය තමන්ගේ දේශපාලන ව්‍යාපෘතිය පටන් අරන් තිබුන. කිසි කෙනෙකුට පාලනය කර ගන්න බැරි විදිහට අදහස් හුවමාරු වෙන්න ගත්තා. කතිකා ගොඩනැගුන. ව්‍යාපාර ඇති වුණා.
අපි දැන් ඉන්නෙ එතන. මං ලංකාවෙ කවදාවත් සිද්ද වෙයි කියල නොහිතපු තැන. පොතක් පතක් කියවලා ඇති කියල හිතෙන කිසි කෙනෙක් මහින්දට පක්ෂ නොවෙන ගානට ජනතාව මාරු වුනේ ක්වොන්ටම් පිම්මකින්. දුර්වල චරිතයක් විදිහට රනිල්ව බයිට් එකට ගන්න බලන් හිටපු රාජපක්ෂලාට හක්ක මාට්ටු වුනේ අයිස්කන්දෙ යට ටික නොදැක්ක හින්ද. ඒක තරු වලින් විස්තර කරන්න බැරි දෙයක්.

ආණ්ඩුව ඇතුලෙ දෙකේ කොලේට වැටිලා උඩ දදා ගගහා හිටපු හැම පක්ෂයකටම, චරිතයකටම හෙට්ටු කරන්නත් ලොකු අවස්ථාවක් ලැබුන. හැම පොඩි කෑල්ලක්ම අතිශය වැදගත් මොහොතක් ආවා. හෙළ උරුමය බොදු බලේට විරුද්දව තමන්ගෙ තුරුම්පුව පාවිච්චි කළා. රනිල් අයින් වෙලා පොදු අපේක්‍ෂකයෙක් ගැන කතාවක් එලියට ආවා.

පොදු අපේක්‍ෂකයා ඇත්තටම වැදගත් වෙන්නෙ විධායක ජනාධිපති ක‍්‍රමය අහෝසි කරන හින්ද නෙමෙයි. ජනතා ප‍්‍රයෝගයක් විදිහට එහෙම එකක් කිව්වට කමක් නෑ. ඒත් විධායක ජනාධිපති ක‍්‍රමය ඇත්තට අහෝසි කිරීම අපේ වගේ රටක ගොඩක් නරක ප‍්‍රතිඵල ඇති කරන්න පුළුවන්. පාලකයන්ගෙ පැත්තෙන් නෙමෙයි. පුරවැසියන්ගෙ පැත්තෙන් (එහෙම ඉන්න සුළුතරේට)

බහුතරය කියන එකේ මතය කවදාවත් වඩා ප‍්‍රගතිශීලී එකක් වුණේ නෑ. අපේ වගේ රටක ඒක අනාතයි. ප‍්‍රජාතන්ත‍්‍රවාදයක වඩා වැදගත් බහුතර කැමැත්ත නියෝජනය වෙන එක නෙමෙයි. සුළුතර හ`ඩ පවා ඇහෙන එක.

අවුල් සහගත ජනතා නියෝජනයකින් තේරෙන නියෝජිත පිරිසක් කෙළින්න ඉඩ තියෙන පිස්සු ගැන කල්පනා කරද්දි  අඩුම තරමෙ ඉහළම විධායක පුටුවවත් පාවිච්චි කරලා තත්වය පාලනය කර ගන්න පුළුවන් වෙන එක වටිනවා. ඒ පිස්සුව කොයිතරම් වෙන්න පුළුවන්ද කියල අපිට පෙන්නුවෙත් මේ ආණ්ඩුව. අනෙක් අතට ක‍්‍රමය වෙනස් වුණාට මේ පත්වෙන මිනිස්සුන්ගෙ වැඩි වෙනසක් වෙන්නෙත් නෑ.

උදා විදිහට සිංහල බෞද්දකම වගේ පිස්සුවක උවමනාවන් ලේසියෙන්ම ක‍්‍රියාත්මක වෙන්න පුළුවන්. බලපෑමක් ඇති කළ හැකි තීරණාත්මක ජනතාව සුළුතරයක් හින්දම මේ බහුතරයක පටු මෝඩ ක‍්‍රියාකාරීත්වයන් පාලනය කරන එක අනිවාර්යෙන්ම අමාරුයි. ඒත් විධායක ක‍්‍රමය තියෙද්දි ඉතාම සුළු පිරිසකගේ අදහසක් වුණත් ඇහෙන්නට සැලැස්වීමේ ඉඩකඩ වැඩියි. පාර්ලිමේන්තුවට වග නොකීමම මෙතනදි යම් ස්වාධීනත්වයක් බලාපොරොත්තු වෙන්න පුළුවන් කාරණයක් වෙනවා.

මට අනුව විධායක ක‍්‍රමය අහෝසි කරන්න පුළුවන් මට්ටමට ලංකාව තාම ඇවිත් නෑ. මේක මහින්ද පක්ෂපාතී කියමනක් නෙමෙයි. ඒත් නිකම්ම නතුවෙන, විචාර බුද්ධියෙන් හීන, පැසිව් බහුතරයක් අතරෙ ඔලූව බේරගෙන ස්වාධීනව ජීවත්වෙන්න, විවිධ මතවාද, විවිධ සංස්කෘති එකට පවතින්න, බහුතරය කියන පරණ ගෝනියෙන් හැමදෙයක්ම වැහිලා නොයන්න, විධායක ක‍්‍රමය වඩාත් ආරක්‍ෂාකාරීයි. අනෙක් පැත්තෙන් ඒක දේශපාලනිකව සාමූහවාදී අදහසක් වෙනුවට වඩා පුද්ගලවාදී අදහසකට ළ`ගයි. ඒක සිතීමක් විදිහට දියුණුයි. අපි යෝජනා කරමින් ඉන්නෙ නැවත ආපස්සට යාමක්. 

කරන්න  ඕන විධායකය, ව්‍යවස්ථාදායකය සහ අධිකරණය වඩා ස්වාධීන කරන්න පුළුවන් තත්ව ගොඩනගා ගන්න එකයි. ඒ හරහා තුලනයෙන් වඩා සවිඥාණක ප‍්‍රජාතන්ත‍්‍රවාදයක් ක‍්‍රියාවට නගන්න උත්සහ ගන්න එකයි. මේ වෙනස්කම් ඇති කරන්න ජනතාව පෙළගස්සන එකෙන් අපිට පුරවැසියො ටිකක් ඇති කර ගන්න පුළුවන් වෙනවා.

තවත් පැත්තකින් බැලූවොත් මේ වෙද්දි මාධ්‍ය චැනල් වලින් රටේ දේශපාලනය ඩැහැගනිමින් තියෙනවා. තවදුරටත් ජනතාව දන්නෙ ඇත්ත දේශපාලනය නෙමෙයි. මාධ්‍ය වලින් සංස්කරණය කළ දේශපාලනය. උදා විදිහට හිරු මාධ්‍යයේ සීඅයිඒ එක ගණිකාවො, කංසා හේන් අල්ලන්න එච්චර උනන්දු වුණාට කුඩු වෙළෙන්දො අල්ලන්න උනන්දු නොවෙන්නෙ එහෙම අය රටේ නැති නිසා නෙමෙයි. සිරස මේ වෙද්දි මාධ්‍ය කොම්පැනියක් විදිහට රටේ දේශපාලනයට දරුණු බලපෑමක් කරනවා. සිරසෙන් දේශපාලන චරිත නිෂ්පාදනය කරනවා. මාධ්‍ය හරහා විකුණන ඒ චරිත ජනතා නියෝජිතයො විදිහට ඇඳගෙන පාර්ලිමේන්තුවට එනවා. 
ජනතා නියෝජිතයා වෙනුවට මාධ්‍ය නියොජිතයා ආදේශ වෙනවා. ඒ නියෝජිතියො කොම්පැනියෙ ලොක්කාගෙ උවමනාවන් වෙනුවෙන් කඬේ යනවා. සමහර දේශපාලන චරිත පවා මේ කොම්පැනිවලින් රෙන්ට් එකට ගන්නවා. මිනිස්සු පරණ පුරුද්දට රටේ ප‍්‍රවෘත්ති කියල අහන් ඉන්නෙ මාධ්‍ය වැඩසටහන්. ඒවායෙ පිටපත් රචකයො, අධ්‍යක්‍ෂවරු ඉන්නවා.

වඩා බරපතල කාරනේ වෙන්නෙ මේ මාධ්‍ය කොම්පැනි වලට ඇත්ත ජනතා බලයක් හිමි චරිතවලට පවා ත‍්‍රස්තවාදී ගැහිල්ලක් ගහන්න තරම් බලයක් තියෙන එකයි. මෙතනදි ජනතා බලය අභියෝගයට ලක්වෙන්නෙ ප‍්‍රතිවිරුද්ද ජනතා බලයකින් නෙමෙයි. පාදඩ සල්ලි බලයකින්. අසරණ වෙන ජනතා නියෝජිතයන්ට අන්තිමට ඉතුරු වෙන්නෙ මේ කොම්පැනි එක්ක ඞීල් එකකට යන්න විතරයි. එතනදි මේ මීඩියා විසින් කොල්ලකන්නෙ අපේ පොදු උවමනාවයි. 

මේ බලය එන්නෙ අර කලින් කියපු විකෘතිය හරහා. ජනතා නියෝජනය, ජනතා කැමැත්ත මීඩියා හරහා බලහත්කාරයෙන් තීරණය කිරීමෙන් රාජ්‍ය බලය තමන්ට රිසි සේ හසුරුවා ගැනීම. අද පාර්ලිමේන්තුව කියන්නෙම ජනතා නියෝජනයේ විකෘතියක්. ජවිපෙ නිතර කියන නියෝජිතයන් විසින් පක්ෂ මාරු කිරීමට වඩා සංකීර්ණයි ඒ විකෘතිය. ඒක ජනමතය කොල්ලකෑමක්. 

ක‍්‍රමය මොකක් වුණත් තමන් වෙනුවෙන් සජීවී මැදිහත් වීමක් කරන මට්ටමකට සක‍්‍රීය වෙන්න  ඕන ජනතාවයි. ඒක මාධ්‍ය වලට පවරා දිය හැකි හෝ පවරාගත හැකි කාරියක් නෙමෙයි. ඉතාම පුංචි අයිතියට පවා සමාජයේ හ`ඩක් නැගෙන්න  ඕන. බට්ටි වගේ අය වෙනුවෙන් කරපු විකල්ප සමාජ මැදිහත් වීම් වැදගත් වෙන්නෙ ඒකයි. ප‍්‍රජාතන්ත‍්‍රවාදය කියන එක දැනුවත් සංවාදයක්, ක‍්‍රියාකාරීත්වයක් ඇතුලෙ සිද්ද වෙන දෙයක් මිස කොලේක කෙටුම්පත් කළාට උඩින් වැටෙන දෙයක් නෙමෙයි. තමන්ට අවශ්‍ය විලාසිතාවක තමන්ට අවශ්‍ය සයිස් එක නැතිකම පවා තමන්ව නොතකා හැරීමක් විදිහට ප‍්‍රශ්න කිරීමේ ක්ෂුද්‍ර අවකාශයන් දක්වා ජනතාව සංවේදී වෙන්න  ඕන. ආණ්ඩුවකට පුළුවන් ඒ අවකාශය පුළුල් කරන්න විතරයි. මහින්ද කළේ ඒක පුළුවන් තරම් අකුලන්න උත්සාහ කරපු එක. පාදඩ අවිඥාණක පුද්ගලිකත්වයක් ඇතුලෙ මිනිස්සුන්ගෙ ජීවිත හිස් කරන එළඹුමක් ඒක. 

ඒක හින්ද වඩා වැදගත් විධායක ක‍්‍රමය අහෝසි කරන එක නෙමෙයි. මේ පවතින ක‍්‍රමය අහෝසි කරන එකයි. දූෂණය වංචාව වගේ දේවල් කොහොමත් අපේ වගේ රටක දේශපාලන සංස්කෘතිය. ඒවායෙ කරන්න පුුළුවන් සාපේක්‍ෂ වෙනස්කම් විතරයි.  වඩා වැදගත් වෙන්නෙ අපේ සමාජ- සංස්කෘතික අවකාශය කොයිතරම් පුළුල් කරනවද කියන එකයි. අපිව නැවත දිශානත කරන්නෙ අතීතයටද අනාගතයටද කියන කාරනෙයි.
මං පොදු අපේක්‍ෂකයා පිළිබඳ ව්‍යාපාරයට කැමති ඒකයි. ඒක නැවත බලාපොරොත්තුවක්. ඒක නිර්නාමික විප්ලවයක්. පොදු අපේක්‍ෂකයා කවුද, එයා දිනයිද, මහින්ද පරදියිද කියන එක නෙමෙයි වැදගත්. හිතන්න පුළුවන්, ප‍්‍රශ්න කරන්න පුළුවන්, විරුද්ද වෙන්න පුළුවන් සුළු පිරිසක් හරි තාමත් ඉන්නවා කියන එකයි වැඩිය වැදගත්.
